Changes in the indexer:
- When indexing new groups, start at the oldest part but only download up to MAX_INITIAL_FETCH headers in each run
in order to make sure that other newsgroups don't fall behind too much (as indexing new groups can take a very long time)...

Various fixes and improvements in the NZBCreator Indexer:
- Optimized the 'manage_partitions' trigger by eliminating duplicate code
- When insert'ing a file, try all available partitions instead of only the last 2 weeks
- Don't drop old partitions for now...
