Description
It appears that files can get stuck in the 'Waiting for decode' state after a configuration change has occurred.
Only a restart of the program is enough to get these files really decoded. Only restarting the download queue isn't sufficient
Associated revisions
Check if there are any files which are ready to be decoded every time the download queue is restarted.
Previously, this only happened once when the download queue was started for the first time. Closes #85
